📖 About the university

Shanghai Police College is a public security academy administered by the Shanghai Municipal Public Security Bureau, with roots going back to the East China Police Academy, the first police academy established by the Communist Party during the civil war in Shandong. Its direct predecessor, the Shanghai Municipal Public Security Bureau Police School, was formally founded in June 1949 and went through numerous reorganisations and name changes over the following decades — including periods as the Shanghai Public Security School, Shanghai People's Police Academy, and Shanghai Public Security Higher Specialist College — before absorbing the city's First and Second People's Police Schools in 1995, whose campuses became its Pudong site. The college was upgraded to its present name and status in 2016 and formally unveiled in June 2017. As of 2025 it comprises 13 teaching departments, offering five full-time undergraduate programmes alongside ten specialist-level programmes and directions covering policing, criminal investigation, traffic management, and public security technology. The college trains police officers for Shanghai's public security bureau and combines classroom instruction with practical police-skills training on its campuses. As a municipal police academy training Chinese law-enforcement personnel, Shanghai Police College does not run a general admissions programme for international students.
