The Fire Prevention Law (2021 Amendment) provides: (1) Fire safety assessment: mandatory for commercial buildings before operation; (2) Fire equipment: alarms and automatic sprinklers mandatory in high-risk buildings; (3) Escape routes: loading escape routes with any obstruction prohibited; (4) Premises owner liability: restaurant, hotel, and commercial premises owners responsible for fire safety; (5) Penalties: fines RMB 5,000 to 500,000 and imprisonment in serious cases.
