📜 The law text / key provisions
The Civil Aviation Law (2021 Amendment) provides: (1) Delay compensation: law does not set a fixed mandatory compensation, but administrative guidelines set RMB 400 ceiling for extended delays in some cases; (2) Baggage liability: compensation for lost or damaged baggage per international convention limits; (3) Denied boarding: in case of denied boarding due to overbooking, passenger entitled to compensation and care; (4) Foreign procedures: foreigners subject to same domestic passenger rights; (5) Foreign airlines: required to obtain operating permits from Civil Aviation Administration.
