• Minor breaches corrected in time may attract no penalty.
• You can challenge a penalty through administrative reconsideration or an administrative lawsuit in court.
• Fines are usually paid to a finance body separate from the agency that imposed the penalty.
• There is a limitation period for imposing penalties (usually two years, longer in certain cases).
