Under the Law on the Protection of Minors (revised 2020) and Ministry of Education anti-bullying guidelines (2017): Schools are obligated to: (1) establish bullying reporting mechanisms and handling procedures; (2) investigate bullying complaints within 30 days; (3) notify parents and authorities when appropriate. Parents' rights in case of bullying: (a) submit a written complaint to the school; (b) request a written report from the school on measures taken; (c) in cases of physical assault: file a report with local police. For cyberbullying: the Personal Information Protection Law (PIPL 2021) applies. Civil compensation: the aggrieved party has the right to claim financial compensation from the offending party and their parents.
