Under Article 303 of the Criminal Law: commercial gambling and organized gambling are criminalized: (1) operating a casino: imprisonment up to 10 years; (2) participating in gambling with large amounts: administrative detention + fines. Permitted for foreigners: no commercial gambling is permitted on mainland China territory. Macau: gambling in licensed casinos is permitted (special administrative region with independent laws). Hong Kong: horse racing and government lottery are permitted. Foreigners' risks: participation in informal gambling games or private poker clubs exposes the foreigner to detention, fines, and possible deportation.
