Under the Civil Code (2021), Articles 703-745, a lease agreement protects the tenant from arbitrary eviction. A landlord may not: (1) enter without at least 24 hours notice; (2) change locks without a court order; (3) cut electricity or water to force the tenant to leave. In case of lawful eviction due to non-payment: the landlord sends a written notice, then applies to court for an eviction order. Foreign tenants enjoy the same contractual rights and may file a civil lawsuit in the local court.
