The situation: A foreigner possessing a driving licence issued by their home country wants to drive in China.

Applicable law: China does not accept foreign licences directly and has not joined the 1968 Vienna Convention. Foreign residents must exchange their licence for a Chinese one by passing a theory test (70 questions, requiring 90 correct answers from 100). Foreign residents are exempt from the skills test if their licence is valid and issued by a recognised country.

Typical outcome: Submitting the application to the traffic police (DMV) with passport, residence permit and the original licence with an official translation. The Chinese licence is usually issued within a few working days after passing the test.
