Under Banking Regulatory Commission regulations and the Commercial Bank Law (revised 2015), a legally residing foreigner can obtain: (1) Personal loan: requires a valid visa or residence permit, proof of stable income in China, and good credit record. (2) Mortgage loan: additionally requires a residential record in China (Hukou or long-term visa), and proof of tax and social insurance payments. Interest rates for foreigners are typically 0.5-1% higher than for citizens. The Chinese Credit System (People's Bank Credit Center): tracks Chinese loan history only; foreign credit history is not considered.
