The memorial hall stands inside North Sichuan Road Park in Hongkou District and covers about 3,040 square metres. It opened on 1 July 2006. It is part of the "CPC 1st, 2nd and 4th Congress Memorial Halls" scenic area, rated a national 5A tourist attraction in 2021.
